 The 卡森城 增长管理 Program was initiated in 1978 in response to growth that was pressuring the City’s ability to provide critical services 和 infrastructure, 特别是 下水道服务.

The 增长管理 Program regulates residential growth by limiting the number of building permits for residential units each year. That number generally relates to the number of residential dwelling units that would result in a city population growth of approximately 3% each year. The actual target percentage growth 和 number of building permits allowed is determined each year by the 计划委员会监事会. Below is a history of the number of available residential permits 和 the number actually issued (through May 2020).



A total of 672 residential permits were allocated for 2022. A residential unit includes a single-family house, 人造的或可移动的房屋, or a single dwelling unit within a multi-family residence (e.g. 联排别墅或公寓). Connecting an existing residential unit on a private well to the community 水 system also requires a 增长管理 allocation.

Commercial 和 Industrial Development

A 增长管理 application is required for all commercial 和 industrial developments that exceed an average daily 水 usage of 15,000 gallons. 增长管理 applications are reviewed by the 计划委员会 acting as the 增长管理 Commission.

The purpose of the 增长管理 ordinance is to ensure that adequate 水 和 waste水 facilities exist for a project 和 to ensure that the project will not negatively impact the City’s ability to provide 水 和 waste水 services. The ordinance is the result of a settlement with the Nevada Department of 水 Resources in the 1970’s after the City’s waste水 facilities’ capacity was reached. 
卡森城 has significantly upgraded its 水 和 waste水 facilities since that time, 和 overall capacity is generally not an issue today. 然而, 其他因素, including location of the proposed development, can impact infrastructure 和 are reviewed as part of the process. Approval of 增长管理 applications typically include conditions relating to 水 conservation—such as low-flow fixtures—to protect the City’s resources 和 minimize the need for future upgrades of City facilities.

It should be noted that 卡森城 does not require a developer to provide 水 rights in order to construct a project, whether it is residential or non-residential development. The 卡森城 municipal 水 system has adequate 水 rights to accommodate anticipated future City growth.
