A Comprehensive Master Plan is a policy document that provides guidance on where and how the community should and will grow in the next 20 years. Master Plans typically consist of maps, policy statements, goals and objectives addressing a number of issues relating to growth, housing, economic development, transportation, environment, parks, recreation, trails, open space, aesthetics, community character and historic preservation and conservation.

The Master Plan contains the goals and policies for policy-makers to consider in reviewing development proposals. Zoning codes, zoning maps, and other ordinances are written and adopted to implement the master plan and the land use map. Other implementation strategies are also identified in the master plan. The zoning of a property provides the legal use entitlements to that property.

The primary emphasis of the Comprehensive Master Plan is to provide long-range guidance to property owners, citizens and Carson City decision makers on land use issues such as where residential, commercial and industrial development should occur in the future, and at what densities. 


The Capital Projects Division also compiles Carson City’s Capital Improvement Plan, which serves as a City-wide planning tool to address capital needs and prioritize funding for future projects.
